The 1,200 delegates participating since Saturday in the final sessions of the XXI Congress of the Cuban Trade Workers Union(CTC), held in Havana, Cuba, listened with great attention to the warning that the salary should be based exclusively on the individual contribution, the best way to stimulate the production of goods and services.

Marino Murillo Jorge, head of the Permanent Commission for the Implementation and Development of the Guidelines, reflected on the subject, during his conference Update of the Economic-Social Model,

Policies approved with incidence in the country’s labor scenario.

The leader meant the urgent need to take care of the relationship between the wealth created individually and its equivalent in remuneration, a maxim not always fulfilled in the business sector, according to the complaints issued during the organic process of the XXI Congress, which placed the salary as the main concern of the Cuban working population.

Murillo Jorge distinguished the differences between the distribution of salary payments and those derived from the distribution of profits, the latter aspect where profits are generally shared equally and exemplified that this happens in non-agricultural cooperatives.

He explained the elements that determine an immediate salary reform, an aspect in which one works. However, he said, the country has been implementing alternatives to increase the ability to purchase wages, including citing payments in CUC to a total of 874 thousand 598 people, Resolution 15 applied to builders linked to tourism, between others.

Murillo Jorge enunciated a package of 22 measures aimed at granting greater powers to the companies, among which he cited the one referring to the fact that the companies and not the OSDE are in charge of approving the payment systems.

On the opening day of the Congress, delegates and guests received exhaustive information on the implementation of the Guidelines for the Economic and Social Policy of the Party and the Revolution, and the Ministries of Economy and Planning, Labor and Social Security and Finance and Prices.

For this Sunday the meeting of the delegates with the OSDE representing them and with the heads of the different ministries is scheduled, while on Monday the work in committees will be developed, all this as part of a program started on Saturday morning with the reading of the report, presented by the member of the Political Bureau of the Communist Party of Cuba and general secretary of the CTC in the country, Ulises Guilarte de Nacimiento.

Matanzas, who attends this meeting with 86 delegates and one guest, must have an important participation in the remaining sessions of the conclave, said Isdalis Rodríguez, secretary of the CTC in this territory.
