Cuba’s Social Communication Law: A NEW LOOK .

In accordance with this Political Communication Strategy disclosed by the Council of Ministers of Cuba, the Social Communication System favors principles such as the strengthening of the culture of dialogue and transforming participation at the social level.

Article 8th of the law establishes that the information exchanged in social communication processes must be truthful, objective, timely, updated, verifiable and understandable.

Another of the pillars of this Political Communication Strategy, recently disclosed by the Council of Ministers of the Republic of Cuba and previously approved by the Political Bureau of the Communist Party of Cuba, «is a tool of articulation and coordination to understand, conceive, execute and evaluate communication as a transversal axis and strategic resource in the elaboration and improvement of policies and development plans», emphasizing that «Political Communication must be governed by respect for the truth, inclusion of diverse voices and commitment to the socialist system».

Law 162 explains that the contents about the elderly and those addressed to them, recognize their rights, contribute to raise their quality of life and promote their self-determination, integration and social participation, which is the responsibility of families and society in favor of their welfare.

The contents that address the issue of people with disabilities protect their rights and effectively promote awareness of their potential as active subjects in society, excluding any welfare and disabling approach.

It is mandatory for the media to respect the dignity and autonomy of persons with disabilities, and to consider their real and effective participation in the construction of content as recognized sources and voices.

The mass media are called upon to guarantee access to content for persons with disabilities, in accordance with international treaties on this matter, to which Cuba is a state party.

The fundamental means of social communication stimulate popular participation in the economic, social and cultural development of the country, make state management and the exercise of democracy visible with transparency, strengthen the values and identity of the nation and mobilize social action to defend the interests of the people at all costs.

In accordance with this Political Communication Strategy disclosed by the Council of Ministers of Cuba, the Social Communication System favors principles such as the strengthening of the culture of dialogue and transforming participation at the social level, thus enhancing the role of a fundamental actor: the thriving Cuban civil society.
